Our Team

NT Shelter advocates for appropriate, affordable and accessible housing for all members of the community, particularly disadvantaged groups and those on low incomes. Our team comprises an experienced, independent, skills-based board and dedicated professional staff in Darwin and Alice Springs with experience across the affordable housing & homelessness sector.

Staff Members

Annie Taylor

Chief Executive Officer

Annie has over ten years experience working for not-for-profit, private and non-governmental organisations in various communications-based roles, including health promotion and marketing. She brings experience in marketing and communications, promotions and stakeholder engagement and management. She holds undergraduate degrees in Journalism, Arts and a Masters Degree in International Public Health.

Mike Byrne

Regional Coordinator Northern Australia

Michael brings to the NT Shelter team a wealth of knowledge regarding homelessness issues, accommodation and housing services and program design. He has 14 years’ experience working in Homelessness at St Vincent de Paul NT, and in the private sector as a small business owner and manager. Mike is passionate about the need to adopt person centred approaches to overcome societal issues.

Violet Kenne

Regional Coordinator Central Australia

Violet has over 6 years of experience working in various homelessness services including government and non-governmental organisations in front-line roles across the health, AOD, DFSV, and justice space. Violet is passionate about equity in housing from a needs based lens, particularly for the rough sleeping community. Violet has completed a Diploma of Counselling and Communication and is currently undertaking a Bachelor of Social Work.

Lauren Aldridge

Operations Support Manager

Lauren has recently moved to Australia from the UK. Lauren brings a wealth of management experience alongside 10 plus years working in the Healthcare industry. She brings experience in communications, stakeholder engagement, advocacy, strategic planning and policy development alongside financing and marketing. Lauren holds an undergraduate Honours degree, a Master's in Philosophy with a focus on Forensics and is currently studying her Juris Doctor.

Katherine Winchester

CHIA NT Manager

Katherine has over two decades of leadership and governance experience, with a strong focus on stakeholder engagement, strategic planning, and fostering collaboration. She is deeply passionate about governance and brings her expertise to both operational and board-level roles. She has worked in not-for-profit and industry organisations, successfully navigating complex and politically nuanced environments.

Craig Kelly

President

Craig is the CEO of AnglicareNT. Craig led Save the Children NT from 2016, and for the last four years was the Regional Executive Director with the Department of Chief Minister and Cabinet for the Barkly Region. His work there included progressing Australia’s first Regional Deal, transferring services to the Aboriginal Controlled sector, Local Decision Making initiatives and service system reforms.

Dr Paul Royce

Vice President

Born into a farming family in the Midwest region of Western Australia, Paul has over 30 years’ experience in local government and the community services sector holding a number of grass roots and senior leadership positions in program development and community service delivery. Paul has a Bachelor of Social Science, a Master of International and Community Development and a PhD from Charles Darwin University. Paul has worked in metropolitan, regional and remote communities and is currently the Regional Leader of NT operations with Mission Australia.

Jean Ah Chee

Secretary

Jean has worked in a number of senior management roles across health, education and housing; Indigenous NGO and the Government sector. Jean has lived and worked in regional and remote Australia for over forty years, and been a member of the NT Shelter Board since 2009.

Andrea Keke

Treasurer

Andrea Keke is the AOD & Homelessness State Manager with The Salvation Army, bringing over 15 years of experience in the AOD, mental health, and homelessness sectors. Prior to her current position, Andrea was the State Manager of Operations for NT/QLD with a leading tier 1 community housing provider.Andrea holds a Certificate in Foundations of Directorship from the Australian Institute of Company Directors, with training focused on governance, risk management, strategy, and finance. Since June 2024, she has served on the board of Darwin Community Legal Service

Rob Lutter

Board Member

Rob Lutter is the CEO of St Vincent de Paul Society Northern Territory. Rob Lutter has previous experience in the not-for-profit sector, including as CEO of Heart Kids Australia and New Zealand, and as the Manager of Alzheimer’s Hawkes Bay. Rob comes with an extensive commercial business background working in retail, commercial, production, and business management.

Harley Dannatt

Board Member

Harley Dannatt is a lawyer and In 2017 Harley established the Katherine Doorways Hub with The Salvation Army and coordinated its successful pilot. Harley also worked with NAAJA in the areas of Housing and Social Security. He has been a member of the Katherine Accommodation Action Group since 2012 and sat on the NT Shelter board for 6 months in 2019.

Michael Rotumah

Board Member

Michael is the CEO of Larrakia Nation. Michael has had a successful and diverse career. He has experience working across all levels of government, significantly influencing policy that places Aboriginal people front and centre, as well as experience in the private sector as an Aboriginal Business owner and leader. Michael currently sits as a non-executive Director on a number of Boards including the Northern Territory Indigenous Business Network, Northern Territory Stolen Generation Aboriginal Corporation, Yilli Rreung Aboriginal Corporation and Yilli Corporation Trust

Jayne Lloyd

Board Member

Jayne Lloyd has worked at CatholicCare NT for more than 20 years. Initially starting her career as a school counsellor, Jayne has been Director for over 15 years. As Director, Jayne has led CatholicCare’s development into a leading social service agency, recognized for a commitment to growing local services and building quality. Jayne has professional qualifications in social work and theology.

Ana Aitcheson

Board Member

Ana is the CEO of Dawn House and has over 18 years of leadership experience across the not-for-profit sector in Darwin and New Zealand. Ana bring’s a strong track record in both operational and executive roles. Ana is a results-driven, proactive leader known for delivering strategic growth, fostering organisational stability, and guiding teams through change to meet evolving community needs.
Passionate about making a difference, Ana’s career has been dedicated to roles where she can create meaningful, lasting impact in people’s lives. Ana continuously seeks innovative ways to improve systems, empower teams, and enhance service delivery.

April Robinson

Board Member

April is passionate about public policy and has worked across many fields. April draws upon skills in academia, research, project management and evaluation to work from a strengths-based, collaborative and consultative framework.
April has strong strategic policy development and analysis skills. Apsil is adept at formulating recommendations for submissions into legislative and strategic reviews in areas such as mental health, health care, workforce, recovery frameworks and gender equity.

Dr Rina Bruinsma (GAICD)

Rina joined TeamHEALTH in May 2025Rina is a values-driven leader with extensive experience in building and enabling inclusive organisations and teams that seek to deliver positive outcomes for participants and communities. Rina’s areas of expertise include public policy development and service delivery designed to empower people who experience barriers to social and economic participation to release their full potential. With a strong track record of senior executive leadership across government and community sectors, Rina’s background spans social services (disability and mental health), employment services, emergency management, workforce capability and resource management, and humanitarian diplomacy.
