Ms Taylor said the Territory had a homelessness rate 12 times the national average, with the lack of urgency in the budget only continuing the status quo.

“The only way to really prevent homelessness is to really provide people with safe, affordable and appropriate housing — and if we can’t do that then we’re going to be simply treating the same cycles,” she said.

“The sector is going to be an ambulance at the bottom of a cliff, and we really need to get to the top of the cliff and work out what we can really do”.
